Log 016: The Runtime Is Part of the Generator¶

Problem Statement¶
A recurring failure pattern in deployment and postmortem practice is artifact reductionism: teams treat code or model weights as the full generator of behavior.
That assumption breaks traceability. If behavior emerges from coupled systems, then reproducibility claims that ignore runtime, policy, and institutional execution context are structurally incomplete.
Failure Conditions¶
- Runtime is treated as an implementation detail rather than a generator component.
- Artifact equivalence ("same model", "same commit") is mistaken for behavioral equivalence.
- Incident reviews rely on code diffs while omitting scheduler, tooling, retrieval, and policy deltas.
Applied Implications¶
- Infrastructure is generator state
- Build pipelines, container layers, drivers, and schedulers are part of behavior production.

Organizations execute semantics
- Policy, incentives, escalation paths, and operator norms shape execution trajectories.

A single specification run by two institutions can produce different outcomes.

LLM systems are runtime-coupled

Observed behavior depends on more than weights: system prompt, tool access, retrieval corpus, memory policy, and sampling configuration.

Reproducibility requires runtime-diff audits

Retrospectives should include runtime and governance diffs, not only artifact diffs.

Compliance scope must be expanded
- Safety/compliance controls should target the coupled generator bundle, not isolated artifacts.
Minimal Operational Rule¶
Document every behavior-critical deployment as a generator bundle:
- artifact (code, weights, config)
- runtime (infra, tools, retrieval context, scheduling)
- policy (approval rules, escalation logic, veto thresholds)
- history assumptions (stateful memory, cached context, prior interventions)
A deployment is only "the same system" if all four dimensions are materially equivalent.
Operational takeaway: If you cannot diff runtime and policy, you cannot reliably trace behavior back to a generator.
